Anyhow I want to sell the car but do I have to tax it first or can I sell it and tax just the arrears due?

You sell it and that's the tax outstanding gone.

So even tho I owe it I dont have to pay it?Is that completely legal?
    Thanks for the fast reply!

Sell the car. Fill in the VLC. Send it to Shannon. New owners pays tax from the month he bought it. If he bought today, he would liable from 1st July onwards only.
