    Where did you buy it?

Looks like you bought from a private seller here, they tried to VRT before and didn't go through the whole process, car is registered on the system as entering the state then, not sure where this leaves you if you bought the car while it was already in the state, I would say you will be liable for the penalty unless you can proove you purchased it outside the state.

There won't be a penalty for you, you will fill in a form giving the sellers details which revenue may or may not persue for anything owed.

I thought it was illegal to sell a UK car privately in Ireland? Only read it on this forum though!

Whether it's legal or not to sell a UK car privately, it's not illegal to purchase it.
The previous 'importer' could have decided that he didn't want to VRT the car and brought it over the border to Northern Ireland.
I suppose one could say that the car was purchased in Northern Ireland and produce a hand written receipt.
