Restore contacts to a New Windows Phone.

I've had a Lumia 920 for over a year and a half now and I've been very happy with it.
I got a good deal on a Lumia 930 and went for it. Now I want to transfer all my contacts from the old phone to the new one and For the life of me I can't get it to do what I want. I did a full backup of the old phone and then did a restore when setting up the new one. It took most of the contacts but not those on the sim card. Since then I have synched back to People in Outlook.com but cannot transfer them from there to the 930.
I've also exported to a csv file but can't import the csv file to the new phone.

Anybody figured out a way to do this?

Did you have out look set up on the old phone, if so contacts shoukd have been saved to that. When setting up outlook on new phone, all your contacts shoud automatically appear.

Yeah, I thought they should all appear alright. I do have Outlook set up on the old phone.
I may just try a factory reset and start from scratch.
One thing though, when I look at the settings in email+accounts for Outlook it only has an option to synch mail, not contacts.

I'm on my forth lumia phone, i dont remember doing anything in particular only than logging into my outlook through the email and accounts menu. Numbers have always transfered to new one, and remained on old one till I did a factory reset.

Sorry to jump in here but does anyone know of anyway to get a unlock code for a lumia 820 as I bought and then changed network but I cant get unlock off vodafone unless buy loads of credit.
