Planning Permission Extensions

I live beside a site which has PP for a meat processing plant. The original PP was granted in 2007 with an extension to 2017 granted in 2011. No work of any sort has started on the site. I only moved into my house in Aug 2010 and so wasn't in a position to object to the original proposals. What I need to know and have been unable to find out from the planning and development regs is how many times can the PP be extended without any work being carried out. The first extension in 2011 was granted in the basis of the proposer being financially unable to start work due to the economic downturn. Can he use the same reason again? Can I object? If so, how do I go about it and how will I know if he makes another application to extend the PP?

Just found it. One extension permitted so if they want to build they have to make a fresh application for PP.
