Just got front discs and pads changed. The power steering seems heavier. ... How could this be ?

I'd have to suspect that something got damaged when working on it.

Jack the wheels, are they spinning freely or is there drag?
    Were your tyres rotated?
Check P/S fluid level and function of the rack from side to side.
    Check tyre pressures.

lock the wheels fully to the right or left, is there a funny humming sound coming from the engine/PS pump. Any oil leaks visible around/under the car?
