As per title, plain jane panel van with 15k, manual windows, most sure it has central locking. Whats it worth?

Cheapest new one you can get is €16k, I would guess yours is worth €13/13.5k.

Does it come with a VAT receipt?

Out of curiosity - do you know a country in europe where the caddy standard spec is higher than Ireland?

    I would've thought nearer to €10-11k privately

Commercial vehicles are like Gold Dust at the moment, and holding value like nothing I've ever seen - especially small vans like Caddy/Connect etc.

    Wouldn't expect much change from €14,500 for a 1 year old / 15,000km Caddy, regardless of spec/engine.

Might be worth pricing brand new as well - Caddy production has ceased with new model due late this year. Currently plenty of stock on the ground, with and without the electric pack.
