N81 blessington road, just outside topaz garage. I'm sure most would know the van you see parked there a lot. Its a 60kph zone.... When I passed it today doing 45kph some sort of a faint flash from what I could see appeared as I passed it... Guy in front of me was doing well under limit too and I seen the same flash happen as he passed. I actually slowed down even more when I witnessed them getting the same type of flash. I don't know if this was some sort of a reflecion or their system acknowleding it got a general speed reading from us either good or bad.

I was well under the speed limit so why does it appear to be giving me some sort of a flash?
I'm not very technical about these setups they have so can someone enlighten me about what I may or may not have seen coming from the back window of the van?

    Thanks

Ridiculous limit for the location, but that's another matter.

These vans measure speed by [redacted - incorrect information]

They do this regardless of whether you're over or under the limit, and so myths and theories of a photo-type flash are nonsense but it makes sense that you'd notice something if you're looking carefully enough. Older fixed cameras used photo flashes because they used marking on the ground to gauge your speed and these needed to be visible.

    ^^^^^^^^^^^^^^^^^

You can safely ignore almost all of that.

Your speed is measured by radar
The unit on the roof of the van is an ir flash
It takes a pic of every car that passes, regardless of your speed.

There is an excellent thread on speed cams, the first few pages will answer most of your questions.

I'm obviously thinking of the way the handheld guns operate (two lenses, one for outbound and one for incoming light signal).

The IR flash makes sense - is this essentially used to light the road for the picture? I presume it's not required for the actual detection of speed?

The radar unit, and camera unit are behind the drivers side rear window of the van.
And the ir flash unit is on the roof.

K band radar (horizontally polarized) about 24.10ghz is used.

Illegal to have one in your motor vehicle in a public place, illegal to import or supply and illegal to install or offer to install into a vehicle.

What happens if I either get caught buying one or install one in my car?
Is it a fine or the vehicle seized or something?

Buying one is legal so long as you didn't import it or carry it in your car.
If you're caught with one in the car I suspect it's a day out in front of a judge.

I don't know what this bit means "6. Article 5 of these Regulations shall be a penal Regulation." but it sounds like it could be severe.

There are plenty of radar detectors that can be mounted behind the grille. They're barely noticable and can connect to your phone via Bluetooth. Use an app, and you get the same thing with no chance at all to get caught :P

Believe it not, ^^^ that archaic piece of legislation is still valid in Ireland today.

Stop in the name of the Queen! High time this sort of nonsense (I saw a Trespass Act from the 1600s on there not long ago) was repealed and replaced.

    Choose one of the following:

    A. The pub
    B. The bookies
    C. Home to the missus for some afternoon slap and tickle
    D. Some of the above
    E. They stay in the van

The vans are actually autonomous. They drive themselves and if you go more than 5km/h over a minigun pops up and removes the enormous threat you pose to society from the road like the scum that you are.

Oh, wait, that was just one of Gay Byrne's wet dreams.

    They stay in the van.
