Rape

Okay, I will try to make a long story short, i was raped when i was 12 by a family friend back in 2002, i did not report it until 2011, in 2013 the gardai who worked on the case told me the DPP will not be trying the case and gave no reason why, or at least not to me. This is bothering me greatly as we live in the same village and I also have post traumatic stress disorder now diagnosed by a psychiatrist.

Where can I go from here? Can I appeal their decision if nothing has changed?
