    After starting from cold it usually takes this long before I notice the A/C doing anything, have it set to 16.5 or LO. Starting from warm it takes a bit less time.

    Is this a sign that it needs gas or some other thing?

    Had a similar problem on my previous car (rs Octavia ) it needed the ac gas to be replaced. The gas also contains a lubricant for the ac pump. So if you don't came the gas the pump will fail

    Yes gas replacing should do it.
