filling land with hardcore

Few questions about filling some boggy land at the side of my house which belongs to my original site map.

I was granted planning in 2003 for a bungalow on a 1.5acre site where the land is on 2 levels. Bottom level is where its wet and the other .75 acre was all hardcore. The planning was approved for the house right in the centre of the land where my husband wanted it but when going to build, I decided to move the house to the drier land to save on costs. I also moved the entrance to the corner of the site. Waited 7 years and was approved retention for the changes I made.

Fast forward a year later and I put in retention again to move the boundary to split the site so I could sell house and keep half of the land. This was approved but a condition was made to use the first entrance on the first planning application!

Now a few years later, we've decided not to sell and are wanting to tighten up the wettish land with some hardcore because as it stands, were getting no use out of it and are wanting to grow food and put some animals on it. In the retention we were giving 5 years to make the change to the entrance and seeing as its running out very soon, can we extended it for another few years. If not, what is the procedure and costs for getting a permit to fill it.
