Public Service Card privacy

I received an appointment for a public service card and attended today. As requested I brought a utility bill, my passport and my birth certificate, which I was happy to do as I can see the need to verify my identity...my problem is that he scanned each of them, so now has a copy of my birth cert and passport on his system. I asked him about this and he said that they needed a copy for their records. I told him that I was not comfortable with my personal documents being scanned onto a government database and he advised me that it was legal and necessary and completely confidential.

Is this the case? Was I obliged legally to let him take a copy? I've checked the information on welfare.ie and they don't mention the fact that they scan the documents.

    Thanks
