Black ring speed signs

    As per the title, I encountered these today on the road out of Dungarvan. They were a 60 sign but with black rigs around them rather than the standard red and a 300m then 200m under a series of them.
    What do they mean? I assume they are warning of an upcoming 60 limit. Could someone please clarify this for me. Thanks.

    Advisory only, cant be legally engorced hence the black circle not red

    Yeah I've seen these a few times on national roads, and realised they were advisory.

    What I don't understand though is that on motorway corkscrew on ramps they are usually on a yellow diamond shaped sign, then on a few regional roads I have seen them on a white rectangular sign with red border underneath a triangular white sign with red border with an exclamation mark.

    There seems to be inconsistency with these advisory signs.

    I assume national and motorway ones will be a NRA standard, and maybe the other one I described is local authority own design due to being on a regional road, and only a by law and non enforceable?
