I can't seem to connect to virtualbox.org from UPC. Tried phone and computer. Pings just time out and tracert makes it some of the way but times out after a bit. Also I can access it through a proxy. Just wondering does anyone else have problems?

Same here, can access some sites through UPC but others come up as not found, but when accessing them through alternate internet means, they work fine.

They have some network issues since about 10 am today. Some sites are not available, some are available. They told that they have several similar complaints so far.

We have a business acount with them - now waiting on some information/update/resolution of this issue.

There's a significant routing issue on a backbone provider. It should be mostly fixed now. This wasn't UPC's fault, they're quite innocent in this, though they are being affected.

I'd best refrain from naming the carrier involved, since it wasn't their fault. A third party to them was ultimately at fault.
