One can't help wondering how they'd propose to enforce this idea 'that public access to Croghan Mountain would be prohibited for the entire seventeen month construction period.'

There'd be a good many approaches to this mountain from various sides, are they to station guards all around the hill like a ring of steel? Reads like something somebody would dream up in a solicitors office without little useful practical knowledge of the ground - empty threats etc.
