I've only been to Justice in the marquee but the seating was open access to all, went up there for a while when Erol Alkan was on. Maybe they've changed that but in 2012 the seating was at the back and sides of the tent, no numbers or specific areas.

    Arena Seating Chart Here: http://media.ticketmaster.co.uk/tm/en-gb/tmimages/venue/maps/uk2/13710s_a.gif

Personally for the Marquee I'd always stand. Got seated tickets once and ended up on the floor anyway through choice. A lot of people do get out of their seats once the main act comes on so there's ALWAYS somewhere to sit down. When the weather is good most people tend to hang around out the front at the bars etc until the main act comes on.

There's a bar on site out the front and various food/sweet stalls etc.

It's 1.5km from the nearest City Centre bar (Idle Hour/Sextant etc.) so about 15 mins walk or a couple of mins in a taxi. There's a couple of bars in the Blackrock direction but these would really be a bit off your path of travel.

The Clarion is the nearest hotel but distance-wise there's no great difference with many of the others in the City Centre. Be aware that hotels tend to up their prices when shows are on so check out a good few of them. There's a fair bit of fairly well organised parking at the venue as well in case you want to drive there.

Almost certain they are allocated , seat , row etc , whether People return to their correct seats would be another matter ,Id say hardly , in any case took twowheelies advice and went for the standing , cant say Im looking forward to it though what with the forecast weather esp.
