Is there a 'best' time to place bets?

i.e. if prices go up for races the night before for the following afternoon's horse racing, should I place my bets the night before, or that morning ... and if so, early in the morning or closer to the race start time, or does it matter?

I know it depends on how good value you think the prices are, but I'm just wondering is there a general rule in relation to this, i.e. when are you most likely to get the best odds?
