Site with planning

Have a friend looking at a site with planning for a specifically designed house. There is a single story/sun room sticking out of the side of it off the kitchen. If he were to leave this out, I assume a new planning application would need to be submitted?

Would need to be discussed with the local authority, some might argue it would not materially alter the grant permission

Cheers, onto the County Council so. It is a rural area with a wooded area on one side of the site so maybe.
