Tyre damage - is this an NCT fail? (pic)

    So like an idiot I parked too close to a kerb a few months ago and scraped the front alloy on my car, as well as cutting into the tyre wall a bit. I've attached a pic of the tyre damage here - is this a likely fail? If so, would a bit of superglue to stick it down be noticed? It's tiny so I don't think it's actually a danger..

    If I was an NCT tester its a hard one to call if I seen a piece of the tyre hanging off.

    It seems the "rim protector" feature has been damaged, I'd cut off the loose piece and let the NCT tester deem if its safe or not.

    Similar thing happened to the wifes front car tyre bit back, twas an even bigger nick than the OP's. I just cut off the piece that was hanging off. Car passed the NCT last week.
