Possibly...proceedings in the District Court where the max penalty is €3,000 per charge and/or up to six months imprisonment or on indictment in the Circuit Court where the maximum penalty is €3,000,000 and/or imprisonment for a term not exceeding two years.

    Is this new?

The Safety, Health and Welfare at Work (Construction) Regulations 2013 basically extended the full rigors of health and safety legislation to, basically, all construction works.

    Yes you do have to.
What in particular was the complaint about?
Is it direct labour or is there a builder?

If the project is to last greater that 30 days contact the HSA
