Dell inspiron fan noise problem

Hi guys, I got a Dell Inspiron 1545 laptop a few years ago. But I find that the cooling fan is active for a long time when I am surfing the internet. I can hear the sound clearly. Despite cleaning the fan area, I do not find any change. What could be the problem ? Will it help if I add more RAM to it ? Suggestions welcome.

Fluff in the cooler, or the intake. More RAM won't help the overheating, but may help with speed, depending on what you use it for.
