Safe registration?

I think I should know the answer for this already .can't get through on the phone . Got a letter today saying my travel pass is been replaced with the new PSC card and to register with safe to get the new card . But when go to welfare.ie or citizens advice it says the safe registration is by invite only ,my letter doesn't…

Do I just bring the letter and documents to my local safe office .
