Hello i have a vw passat going for nct soon and i have 1 back shock leaking. Question is would i have an imbalance for test if i only changed the leaking shock. Do i need to replace both sides?

Do both. Both shocks could be buggered and only one leaking. if you replace one then you have one good and one (Possibly) bad, which'll mean another retest. Shock test only looks for imbalance, they don't measure whether or not they work properly.

Another vote for both here. May as well get them done at the same time as the other side is probably getting close to failure.

My experience I replaced one on my last avensis and passed 3 nct after without issue.

Changed just the one on my Astra a couple years back, fail nct on imbalance, waste of time, get the 2 done.

Do both as it will make the handling more predictable and there won't be any issue with imbalance.

It's like tyres or brake pads always do in pairs if possible on same axle

Nothing worse than driving a car and it's not quite right.

NCT test for imbalance is very crude test where two faulty shocks can pass the test
