I bought a used 3DS for my son and i have found it has a parental control password on it, The seller does not know what it could be as their kid has not used it in some time. the software version is 9.4.0-21E and i see the latest is 9.7.
anyway i do not know who/where to contact to get a master key. I tried the US site i am directed to Europe(i am in Denmark) i tried UK/ireland site and followed a link through repairs to their "Nintendo's official support and repair service", but although they have a link to follow for my particular problem, the link does not work.

    Anyone any ideas?

I cannot connect the 3DS to my wifi without getting this fixed.

    thanks in advance D.

    Try this?
    http://dsibook.wapka.mobi/site_14.xhtml

There are a couple of tools floating around
    Eg http://www.homebrew-connection.org/3ds-parental-tool-remove-the-parental-restricition-easily/
but your firmware may not be old enough for them to work

Not sure if this is the Us site and only works for us consoles but for 50p its worth a shot
    https://parentalcontrols.nintendo.com/sys/3ds/

The support site says you can use the 'I forgot' link on the control page to email the (previous) owner a master code. Failing that, ring them. Their email support can be very slow.

What should I do if I forget my Parental Controls PIN?

If you forget your PIN, it's possible to reset it by following these steps:
Open the System Settings software from the HOME Menu.
Select Parental Controls and tap "Forgot PIN".
You will be prompted to enter the answer to your secret question. Once entered, you will gain access to the Parental Controls front page. You can reset your PIN here by tapping "Change PIN" and following the on-screen instructions.
If you have also forgotten the answer to your secret question, you can have a master key sent to your registered email address by following these steps:
Open the System Settings software from the HOME Menu.
Select Parental Controls and tap "Forgot PIN".
When prompted to enter the answer to your secret question, tap "I Forgot". If the partial email address displayed on screen is correct, tap "OK". The system will connect to the internet and display further information. Shortly an email containing a master key will be sent to your registered email address. The master key is valid for 48 hours.
If the partial email address displayed is incorrect, tap "Cancel" and follow the on-screen instructions, taking care to note down the Enquiry Number. You will need this to receive your master key when contacting Customer Support.
If you are unable to receive an email containing a master key – for example, if you have lost access to your email account or an email does not arrive – you will have to contact Customer Support. Local contact details can be found on our website.
Once you have received the master key, either via email or Customer Support, tap "OK". On the following screen, enter the master key to regain access to the Nintendo 3DS or 2DS system's Parental Controls.

    Thanks for the reply Banjo,

That removal tool won't work,Firmware is not old enough and i tried the US site but it won*t accept the number generated to give me a master key.

I found a Danish support link for nintendo and sent a mail, hopefully they can help,

I can probably find someone to help me navigate the German site and try that way too

Have you tried formatting? It'll probably ask for the pin, but on the off chance it doesn't, worth a try.

Aside from that, Nintendo should be able to help you if you give them the serial and such.
Your system is E, which means it's European, so you should contact whoever's local in the European region, which is probably Germany, France, or UK&Ireland.
