need help vrt on a non runner

Bought a supra from northern ireland and 3.0l engine was completely blown so planned on registering it with engine gone then doing a 2.5 engine swap from a soarer...was told in revenue, on phone to revenue and vrt website car has to be running even if that means engine has been swapped...so went in to vrt it the last day…
