I have a towbar on the car-van but its welded in.

As I dont require it and its blocking the number plate I made enquiries to remove it but mechanic stated its welded in - is there anyone that provides a removal instead of fitting service for towbars?.

    Thanks.

No towbar would be welded on you may need to remove the bumper to access the bolts holding it on.

I think when fitting it they may have removed some of the rear protection behind the bumper to fit it..then welded it i its place...hence may be a problem to remove the towbar beam now as wud have to replace with something..sound feasible?

What type of van is it ?? Its possible the tow bar is slid into the chassis legs and bolted across the chassis legs with spacers inbetween.
Have a look on ebay see can you find a similar towbar.

It sounds like a bodge job type effort. Usually when fitting a tow bar it's necessary to remove the rear crash bar behind the bumper for space. I think the best way forward is an angle grinder to remove what's visable and leave the rest there under the van
