Instant hot water

Was out with a client the other day and the problem was on her hot water. I needed silence to work and the secondary return pump was running constantly and I could not find a switch to turn it off. She rang her plumber for me and he told me to turn it off with a trip switch.
Thinking about it later, this pump is on 24/7 even with all heating off. Would this be normal practice as it seems to be a huge waste of energy.
Ps. I'm not a plumber and only googled what a secondary return was that day.

Secondary returns are a huge waste of energy but are needed in some cases. It depends on the demand for hot water really but they're usually controlled with a timer so it's timed to come on when hot water is usually needed the most. Make sure the secondary return is highly insulated too

I was just finding a leak on the hot water, so I'm not doing any work on the plumbing. There was no insulation on any of the hot water pipes. Seems that they have a huge energy waste problem. I didn't mention it the the home owner as I was not too sure and it was the plumber that got me the job.
