Better Energy Warmer Homes Scheme

    A friend of mine who is a pensioner widow was appyling for this Better Energy Warmer Homes Scheme and can answer yes to the first two but not sure about the last question she does get some Discount of her bill for Gas and electricity would this be the Fuel Allowance


    1. Are you the owner of the home?
    2. Is the home constructed prior to 2006?
    3. Are you in receipt of one of the following: Fuel Allowance, Family Income support or Job-Seekers Allowance for over 6 months and have children under 7?

    Please note that an SEAI appointed contractor would be allocated to carry out the work for you. The measures covered under the Better Energy Warmer Homes Scheme include:

    No, that is the Household Benefits Package. The Fuel allowance is a separate payment of €20 per week in the winter months. She should check her eligibility for it and apply.

    From what you say (''she does get some Discount of her bill for Gas and electricity'') she may be in receipt of the Household Benefits Package, although this would only give her credits on either her gas or electic bill (not both), so you'd need to establish what discounts she is getting by looking at her bills - they may be unrelated discounts offered by the supplier e.g. direct debit or online billing discounts, as opposed to 'discounts' related to DSP. Alternatively she might be getting her Household Benefits payment (approx €35 per month) paid in cash at post office or into her bank account. Does she have free a free travel pass & free tv licence? If she does she more than likely is in receipt of the Household Benefits Package, but as I said you'll need to check this out. http://www.welfare.ie/en/Pages/Household-Benefits.aspx

    The Fuel Allowance is a completely separate payment & this is the payment that qualifies someone for the BEWH scheme. It's payable to certain DSP recipients. Not everyone who gets the Household Benefits Package qualifies for the Fuel Allowance. The widows pension (contributory or non contributory) is a qualifying payment once she satisfies other qualifying conditions. It's a means tested payment of €20 per week for 26 weeks from Oct to April each year. So if she gets an extra €20 per week on her widows pension during those months then she is in receipt of Fuel Allowance, so that would be easy enough to check by comparing how much her widows pension payment was at the end of March to how much it was last week. http://www.welfare.ie/en/Pages/820_National-Fuel-Scheme.aspx

    Edit: She has to have an attic to qualify for the BEWH scheme. If she lives in a flat or apartment without one she won't qualify, as bizarre as it seems!

    yes she has free travel and free tv licence also there is two other people living in the house,

    if they're earning a wage she wouldn't be getting fuel allowance or if total household income is over €536.60 a week

    You will not qualify for a Fuel Allowance if:

    Your heating needs are met under a deed transferring property
    You live with someone who is not getting one of the qualifying payments for the Fuel Allowance
    You are on a contributory payment and have income above the means test limits
