Pre-planning query - owner notified of decision?

    There's a property I'm looking at purchasing for which it would make sense to make a pre-planning query on matters like change from commercial to residential, erection of an essential garden wall where there's currently none.. and the like.

    The form requires that I get a letter of consent from the owner, which shouldn't be a problem. Does the owner get a copy of the decision / is he entitled to it?

    I want to avoid the potential for adding value by way of ideas/drawings and placing it gratis in the owners hands.

    The agent will get the decision. The agent could be your architect or yourself. But generally the decision is giving to the person that arranged and attended the pre planning meeting.
