So my 2nd provisional license expired last month, I want to apply for my driver license and sit the driving test, do I need a third provisional license first?

Taken from citizens information:

You may not apply for a third or subsequent learner permit unless you can provide:

Evidence that you have undergone a driving test in the 2-year period prior to the application (a 2-year learner permit will be granted) or
Evidence of a forthcoming test date (a 1-year learner permit will be granted)

As above, you can't take your test if you don't have a permit.

If their license has expired, the OP can't even drive, full stop, never mind do the test. There is no grace period whereby you can still drive on an expired license.

OP, you don't have to do the actual test on the date that you are given. You have to apply to sit it to get your third learner permit, but you can defer doing it until you feel you are ready to do it. To get the third learner permit, you just need to quote the confirmation number that you get when you book yourself in for the test.
