ETB Course from JSB - Money Owed?

Shortly after my baby was born, OH went to SW office to claim for me and daughter as dependants - payment went through and while he was there he got forms signed to apply for an ETB course which he got on to. Now, it started on a weird day, and the ETB first payment (into the bank) was €140 less than it should have been. It didn't make sense as obviously two dependant rates don't add up to this and neither does his standalone claim. When the head office was called for my OH, they told him that they only paid from X to Y day, and the SW were meant to cover the days before he started. He went to SW and they said "You collected your final payment which covered you until the day you started the course, so the ETB owe you". His final payment, received on a Tuesday (JSB) was for the full amount, and because the ETB pay on a Friday a week in lieu, he didn't get paid until two Fridays after this day. In my mind, that would mean they were responsible for it!
Anyway, they brushed it off and said that he would be refunded in his last payment when the course is complete, which is in a few weeks time. Anyone know how one would go chasing it up with ETB if they don't pay up? €140 is a lot to just lose in the system (and if he were overpaid they'd have been breathing down our necks for months  ) and with a new baby on the way, we could really use it :(
