Painting stripped wall

Hi, some of the paint in my utility room was peeling off so I stripped it off and am now planning on repainting it. It was suggested to me to put a dilute coat of PVA on the bare walls then undercoat and topcoat. Is this the normal way of doing this? Never painted bare walls or used PVA before.

    Thanks
    Joe

Put some PVA into the paint you're going to use (not undercoat) and apply to the walls, then apply two more coats and it should be perfect.

That's how we used to do it.
