Extension, a garage and a conversion

    Long story short, we had quite (in our eyes) a big extension planned, planning approvred, went out to tender and the prices are just too high so we are trying to build an extra few room now.

    My question is, if we build to the rear of the house, a 26sqm extension and add a 12sqm garage to the side, we should be exempt from planning. The total is 38sqm, now in a few years time we decide to convert the garage, will that be considered an extra 12sqm which we will need planning for.

    sorry, also does the extension become part of the line of the house, am asking as I was planning on the garage running up the side of the house past the current rear line, along the new extension. (In my head I have explaining it ok but I'm sure it's as clear as mud)
