Seat belt stuck will not retract (Nissan Primera)

I went for my NCT two days ago and one of the things it failed on was the middle rear safety belt. I can pull it about an inch or less then it locks and wont retract. Can anyone provide instructions on how to fix this problem and what might be causing it. I am driving a Nissan Primera 2004 hatchback. Thanks
