Anyone know the rate of duty on a 1000 US dollar mans wristwatch imported from the USA to Rep Ireland?

Its going to be mainly VAT, but you can check the exact amount on the Duty Calculator.

Import duty on watches is very low but you do have to pay 23% VAT on the landed cost (purchase price + shipping cost + insurance cost)

    So roughly €200 is due

Is that only the case if you don't have it opened? Let's say that you buy and wear it home with the box in your case would you still be liable for duty?

Yes, of course, you would be legally obliged to declare it at customs, however the chances are that if you just walk through the green channel you would probably get away with it.
