How does new health insurance scheme impact medical card holders?

Well my questions is really in the title.
Does anyone know how this new scheme that The government are forcing on people will impact medical card holders. So I'm guessing if you have a med card it won't affect you. But say your card is not renewed annually? And you miss next Friday, 1st May deadline? Will the levy be imposed on you anyway? Hardly fair if it is. I haven't heard anyone talk about this.
    Feedback much appreciated.

    Thanks

How many people without medical cards or private health are panicking about the deadline? wouldn't say many, if you had a medical card and lost it i think alot still woundnt bother with health insurance.
