ESB Charge to reduce Max Incoming Capacity [MIC]

    ESB reduced, for free, the MIC once for a friend who has a company which he set up in a brand new build which he is leasing.
    Just looked at the bill recently and I saw that the MIC is about twice what it needs to be: ESB say they want a fee of 7,000 plus VAT to have it reduced again.
    Is this normal?

    "Stranded assets" maybe ? they fitted gear to cater for the higher load, that stuff won't be needed if you reduce again


    and/or
    "Only one free reduction and one free upward adjustment will be processed per customer. "
