I am looking to purchase a piece of equipment for my business from the UK.
They are quoting me a price + VAT.
Am I liable to pay VAT if I quote them my Irish VAT number (I am VAT registered)

No, unless it's a second hand item.

Assuming not, you give them your VAT number, they don't charge you any uk vat, AND THEN YOU SIMULTANEOUSLY INCLUDE THE VAT (at applicable Irish rate) ON BOTH SIDES OF YOUR VAT RETURN, and in the E2 box on your return.
