Without hearing noise I would say tappets, fairly common on 1.4 Golfs when they get on in years/mileage.
There is a good bit of info on the web even some youtube clip of them sounding like tractors :D.
Differing opinions on repair on this, depending on how long ago it started an engine flush and proper grade oil may sort it, if that fails it its rocker cover off and identify offending tappet/s and replace.
if it is noisy a long time it also may have caused some wear on the camshaft lobes.
    hope this helps

Ive flushed it already and put in the right grade of oil.there is 128 thousand miles on her.is there alot involved in replacing a tappet

you would need to ensure it is definitely tappet noise prior to any stripping.
have you a friendly mechanic with a good ear !!!
To get at tappets, rocker cover and camshaft have to be removed so unless you are a experienced DIYer it would be fairly daunting.
is the noise really bad? my daughter had one of these for a few years and it always tapped like a bag of nails especially on cold start but it never got any worse.
if you really feel you have to do it then you would be better making sure diagnosis is correct before going any further.

    hope this helps

The noise is bad enough ide like to get it right.if it is tappets is it costly.is this common in these golfs.

Yes it is pretty common among MK4 Golfs, especially those where oil changes have been neglected . I am not sure about cost of Tappets if you go online you should see them for sale, or get a cost from VW.
You would need to talk to a mechanic to get a cost to do the job unless you are going to tackle it yourself.
You already have done an oil flush but if it is the tappets and you are going to do the repair it would advisable to drop the sump and clear out all the gunk around the oil feed pick up area. This is often given as the major cause of this issue.

BUT first make sure of the diagnosis of the noise.

    hope this helps,
