Water Hazard rule query M/Play

During a match a ball goes into yellow staked water hazard - Last crosses margin of hazard at about 4 o'clock.
Player drops behind hazard at about 6 o'clock.
Player then realises that he should have dropped keeping the point the ball last crossed the hazard between him and the hole.
Can he pick up the ball and re drop as it was dropped in the wrong place?

Part of me would say they were okay, in that if you take a drop and it rolls or finishes in the incorrect spot you can redrop it (Pro's dropping on a slope hoping it rolls, after the second drop they can place it, something along those lines), this is presumably that they hadnt addressed the ball or hit it, (I presume if you address the ball then it is deemed in play) but then whats to stop people claim that they dropped in the wrong place when they have a bad lie, and then drop again beside where they originally dropped and claim it actually crossed the hazard at that point in line with the flag? Its an very interesting scenario, looking forward to others having the official ruling.

Rule 20-6 – A ball that was incorrectly substituted, dropped or placed may be lifted without penalty, and the player must then proceed correctly.

That's what I would have thought but couldn't see it in the rules.
    thanks.

Is this rule applicable regardless of tee pegs/drop markers still being in the ground or not?

Yes of course, you just go through the same procedure as before.
Below is the full wording of the rule, don't be trying to overcomplicate it or read something that isn't there.

20-6 - Lifting Ball Incorrectly Substituted, Dropped or Placed

A ball incorrectly substituted, dropped or placed in a wrong place or otherwise not in accordance with the Rules but not played may be lifted, without penalty, and the player must then proceed correctly.

Eh..clarity is better than assumption i'd guess.

A ball is deemed in play when you lift the tee pegs but in this instance you would have to play the ball from the incorrect spot before a 2-shot penalty is awarded.

But there would not be any tee pegs, as the original ball wasn't lifted, it is in the water hazard. So once a genuine mistake is spotted before playing the dropped ball, surely you can correct without penalty as per rule??

Just my interpretation, but hey, I'm far from an expert.

I stand corrected. There would be no tee pegs in the ground under penalty drop from a yellow hazard.
