I have replaced a heating element in an old water heater but it isn't filling. What is the fitting on the inlet in the photo and could it be the problem?

Its a one way valve and they can stick. Give it a few light taps of a light hammer with the water turned on to see if it helps.
Maybe your pipework could do with a little earth bonding also.
