    Can an off license refuse to serve somebody (with id) if they are with someone without an id?

    Yes.

    It's private property, so even if I go in with valid ID by myself, they can refuse to serve me if they want.

    A lot of places, like Aldi, have a policy that each person present with the person buying alcohol must have ID. Got stung with it a few weeks back. Boyfriend (in his 30s) and I were buying wine, we were refused because I had no ID (I'm 26!).

    They can refuse to serve anyone they want as long as the reason for refusal is not one of these: gender, civil status, family status, age*, race, religion, disability, sexual orientation, membership of the Traveller community.

    * with exceptions for discriminating against under-18s.

    There was a story in the papers in 2013 about a 70+ grandmother who was doing her shopping in Aldi. She had brought her 15 year old granddaughter along to help her carry the stuff. The cashier refused to sell her a bottle of wine because the granddaughter was under age. Aldi head office basically said they'd rather piss off a thousand grannies than sell alcohol to one under age child.

    Some would argue that they are obliged to serve someone with id if they are with someone without id. In actuality they may not sell alcohol someone if they believe that it will be consumed by someone underage.

    Some would be wrong.

    Discrimination is entirely permitted unless on the basis of one of the protected grounds.
