I am not legally minded so hopefully someone here can help me.

I'm not looking for legal advice, just opinion.

Under the Construction Regs, a "competent person" must be appointed to the roles of Project Supervisor Design Phase and Project Supervisor Construction stage.

In your opinion, what does a "competent person" mean?

    Thanks.

For an engineer its a charted engineer. For an Architect is the equivalent.

The PSDP and PSCS must have the necessary skills and experience to carry out the duties of the role.

You don't have to appoint a person to these roles, you can appoint a company to act in these capacities.

On larger jobs for PSDP it will often be the architects that will take on this role, PSCS is usually taken on by the main contractor or a consultant acting on their behalf.

The client can also appoint themselves to these roles, and that would be common enough on small jobs. The client can also take on a consultant to act in both capacities.

The size and complexity of the job usually dictates how it's managed.
