Quick question. Was cycling home from work today and came across a pair who if they where going any slower would have been stopped.

Anyway waited for the road to be clear and over took them. Is this allowed or consided 3 abreast?

You were overtaking them, I'd consider it 3 abreast if you pulled up along side them and started having the chat. You're entitled to pass fellow cyclists as much as cars are, as long as you do it safely.

That's why you take the lane and make them overtake you.

Yes, you can overtake cyclists that are riding two abreast, although if you yourself are in a group of two or more you should single out before doing so.

Which is clearly stated in the Cycling Legislation thread, linked from the FAQs;)
