UK: DCMS consulting changes to PSB's EPG listing and carriage

This consultation from the Department of Culture, Media and Sport won't end until after the UK GE so the broadcasters will have time to give reasons why a channel should be given prominence on a platform's EPG. What reasons are there to take off channels if they are not seen to agree to a carriage arrangement deal on a certain Pay TV platform.

Seemingly these new proposed rules will only affect platforms that are in the Pay TV market. The EPG and listings proposals are unchanged for Freeview & Freesat.

Personally IMO I would love to see ITV 2, 3 & 4 HD on a FTA basis on Freesat & Freeview. They will get a much higher demand, if ITV can afford it, from viewers for providing the channels FTA. Even other sports coverage, apart from the EL matches, on ITV 4 will get a greater picture quality and entice more male viewers to watch the channel.

Any thoughts on this proposal? What other channels would you like to see FTA and HD?

I think the 4-5 main national services of any country should be given prominence after that up to the platform.

E.g best practices to put film four with other film channels however the platform for there own sake must be aware that it's better to list them based on quality e.g True Movies going after Film Four

Local TV (where applicable) should be on 106 BBC3 and 4 should get 107/108 followed by ITV2/3/4/Be followed by E4/More 4 etc followed by 5*/USA etc followed (in Northern Ireland) by RTE etc followed by TG4, BBC Alba and S4C

"Plus 1" versions of these channels should all be bundled together (rather than scattered all over the place) but don't merit prominent LCN's

Other regions of BBC1/2/ITV should be accessible via "other channels" but there is no justification for cluttering up the EPG with (for example) 22 LCN's for BBC1

BBC News (rather than Sky) should be at the top of the news section CBBC/Cbeebies should be top of the kids section and Film Four top of the "movies" section.

PBS and Yesterday should be top of the "documentaries/history/factual" section :-)

Platform operators should operate entirely separate EPG's for HD and SD STB's. The current Sky HD EPG (especially the radio section) is a trainwreck
