Whether it came up on mocks or not has nothing to do with the actual exam. The SEC sets the summer exams, they have nothing to do with the businesses that issue mock papers.

If something is on the syllabus, it can be asked about.

This is all the syllabus seems to say on the matter of consumers:
    Consumer Education

Students are introduced to the concept of being a good consumer, consumer rights and consumer protection.

    The consumer

    The informed consumer
    Reasons for protection
    Agencies involved
    Legislation (elementary knowledge)
    Procedure for redress
    Writing a business letter
    Ordering goods/services; receipts; credit notes

Upon completion students should, from given data, be able to:

    Identify causes for complaint
    Apply legislation
    Present oral or written complaint
    File and record details
Carry out simple research into consumer products

It says you're required to have an elementary knowledge of legislation and you need to know how to apply it too. I'd recommend looking at some Leaving Cert Business notes below and just taking the main points from them. There's no need to get too in depth with it. I don't think it's ever come up before, but that's not to say it can't either!

One important point about the Consumer Protection Act is that it established the National Consumer Agency. The NCA comes up a bit at JC so you could be asked something about that!
