DCENR have extended the qualifying period for planned private investments to 31st December 2020.

In line with the EU State Aid Guidelines and in particular with reference to Paragraphs 63 - 65, the Department is seeking detailed information from Operators on their deployment plans for NGA Broadband services in each of the five years to the end of 2020. In the initial information request of July, 2013, information was sought to 1st July, 2016. The Department is now extending that date to the end of 2020, as that is the period in which the proposed State intervention is planned to take place.

The Supplementary Information Request also asks a lot of detailed questions about the technology, finance and deployment of plans already submitted.

This effectively rules out community-sourced funding for the NBP.

It might have been a bit unlikely in the first place, but no community is going to supplement the cost of a first class access network if the intended customer base can be cherry-picked by a second rate alternative any time between now and 2021.

Typical Civil Service Delaying & Watering down tactic. They have been watching "Yes Minister" again :(
