Country prefix on VAT Registration Number

Can someone please help me settle a bet! When was the country prefix IE first included as part of correspondence (i.e. on the confirmation of registration, VAT3 etc) from Revenue in relation to VAT? I could have sworn that it wasn't until around 2006, but I can't find anything on Google to confirm or refute... I'm arguing…

I could have sworn that it wasn't until around 2006, but I can't find anything on Google to confirm or refute... I'm arguing with someone else who is adamant that the IE prefix has been on correspondence since Maastricht in 1992...

Anyone got a ten-year old VAT return lying around that they can check please!!
