Interlocking Tiles - Gap

I have interlocking roof tiles. The end tile of every second row has a gap under the interlock overhang ( the piece that would lock onto another tile).
On every other row the end tile is flush with the barge, the gap being on the other end of the row.
I have a problem with rain leaking in and I suspect it is coming through the gaps which face into the wind. Can I fill these gaps and if so what could I use?
I suspect the tile underlay may have rotted due to weathering , though I cannot see it. Thanks

It can be filled with a mortar mix and some die in to colour it to suit the tiles.

If there has been a lot of water ingress though I'd be investigating further to the extent of the damage already caused.
