A job I'm looking to apply for has this included with the application instructions:

"Candidates must arrange for their referees to write directly to [] so that references are received by the closing date of Tuesday 28th April 2015. Short-listed candidates may be invited for interviews expected to be held on Friday 8 May 2015"

This is the second time I've come across this. The last time, I sent in my application, then emailed both my current boss and my phd supervisor, and they kindly provided the references and sent them off, etc. I didn't get the job, in the end - wasn't even called to interview or shortlisted.

Now, to apply for this new job, I have to email the phd supervisor again, with the same awkward pleasantries, a comment on how this position sounds interesting, and an apology for the imposition. He, for his part, has to send off another reference (presumably he'll just re-use the old one) on my behalf for a job for which I will probably not even be shortlisted or called to interview.

Is this common practice?
Is the idea that this extra hoop ensures candidates only apply for jobs they really really want?
I dislike it intensely.
