When is a roof garden a roof garden (for planning purposes)?

I assume there is no law against climbing up a ladder onto your flat roof kitchen, stretching out on a lylo and sipping a sunny day away with a few mates and a slab of cold beer

Yet it appears you need planning for a roof garden.

Whereabouts is the line drawn between the two?

Be aware that not all flat roof coverings are user friendly. Feet and particularly chair legs on a hot day can easily wreck a flat roof. And of course there is the assumption that the roof beams supporting a flat roof, possibly calculated only to hold the roof and a layer of snow, are strong enough to hold the number of people you propose to have on it.

And unless the roof of the flat roof was designed as such it may not take the live loading into it from you and your mates.

You find yourselves back inside the house quite quickly :)

I'll have em all sit around the perimeter! None wear high heels - at least not in public.
